Item INTEGRATION OF BOSNIA AND HERZEGOVINA INTO THE EURO-ATLANTIC STRUCTURE(2021-11-10) YALMAN, Netice; GÜLSEVEN, AslıThe aim of this thesis was to identify why the process of integration of Bosnia and Herzegovina (BiH) into NATO and EU institutions has not progressed, and discuss the stages and challenges in this regard based on historical process analysis. In this study, the qualitative method was followed. Due to the fact that not enough dissertations were written on the Euro-Atlantic integration of BiH in the period after 2011, the dissertation was intended to contribute to the work in this area. In addition, BiH's EU and NATO membership process is already a current issue. First, a brief history of BiH, and the administrative and political structure formed by the Dayton Peace Agreement were examined in order to serve as the basis for the study. After that, integration theory was discussed in a limited context and the establishment and structure of NATO and the EU. BiH's accession to Euro-Atlantic institutions, the problems encountered, and the reforms and legal arrangements that have thus far been realized and expected from it were identified. Eventually, BiH's and will for Euro-Atlantic integration were examined. The subject of the thesis was a case to be considered, because BiH has the most complex administrative and political structure in the world and, due to the diversity of its ethnic structure, has a sufficient will to overcome the difficulties in the process of integration into Euro-Atlantic institutions and proves the applicability. Because the state construction and member state construction take place simultaneously in the country. BiH faces a number of challenges: complex administrative and political structure, dilemmas in this structure, in the absence of a common understanding among politicians about the future of the country, the international patronage regime, economics, discriminatory electoral system, some problems in the Constitution. It is estimated that the ethno-national policy, which was the basis for determining the structure of the country in the post-war period, will not succeed in a fragile country struggling for statehood and democratization. Within the framework of integration theory, Euro-Atlantic membership requires a new decision making mechanism. It is considered that this situation will play an important role in the functioning of the political structure of BiH, which has difficulties in decision- making. It is considered that NATO and the EU, instead of general approaches, should create effective-specific strategies that take into account the sensitivities of the country and more clearly demonstrate the will for integration, so that they can also have a positive impact on ensuring permanent stability in BiH
