Abstract
Bu tezle küresel düzeyde; ABD, AB, Çin ve Rusya bölgesel düzeyde
ise Türkiye gibi aktörlerin hangi nedenlerle Irak’a ilgi duydukları irdelenmekte
ve bu ilgi neticesinde bu ülkelerin Irak’ın hidrokarbon kaynakları üzerine
enerji-politik hamleleri ele alınmaktadır. Özellikle de ABD’nin ülkeden
çekilmesinin bu politikalar üzerindeki etkisi gözlemlenmeye çalışılmıştır.
Çalışmada uluslararası petrol şirketlerinin bu oyunda denklemin neresinde
olduklarının da ortaya çıkarılmasını amaçlamaktadır.
ABD’nin çekilmesi ülkede petrollerin paylaşımı konusunda etnik ve
mezhepsel çekişmenin dozajının giderek artmasına neden olmuştur. ABD
askerlerinin Irak’tan çekilmesinin en önemli etkisi doğal olarak bu ülkedeki
etkinliğinin zayıflaması olacaktır. Ancak, bu durum ABD’nin Irak’tan tamamen
vazgeçtiği anlamına gelmemektedir. Amerika’nın ülkedeki siyasal gücü
kısmen zayıflasa da ekonomik etkinliği hala devam etmektedir. Ayrıca
ABD’de Irak’tan çekilmesinin ardından doğan politik boşluğu petrol şirketiyle
işbirliği yaparak doldurma yoluna gitmeyi amaçlamıştır. Avrupa Birliği her ne
kadar enerjide Rusya’ya olan bağımlılığını azaltmak istese de Birliğin Irak’a
karşı ortak bir siyaset geliştirmediği görülmektedir. İngiltere işgalle birlikte
elde ettiği mevziiyi korumak isterken Fransa ve İtalya enerji pastasından
daha fazla pay alma yarışındadır. Rusya ve Çin’in ise ABD’nin Irak’tan
çekilmesi ile doğan boşluğu doldurmak isteyeceği açıktır. Türkiye ise ABD’nin
çekilmesinden sonra dikkatini daha çok Kuzey Irak’taki enerji kaynaklarına
yönlendirmiş durumdadır.

Energy-political moves on Iraq’s hydrocarbon resources, after US withdrawal
from country
ABSTRACT: That thesis aims at discovering reasons why US, EU, China, Russia and Turkey are interested in Iraq. It is also aimed to observe energy-political moves of these countries on Iraq’s hydrocarbon resources. In particular, it is tried to observe impact of US withdrawal from Iraq on that policies. As the US withdraws its troops from Iraq, it leaves behind an Iraq that has no expectation of an optimistic future. The new period in Iraq embodies many risks for people in the country. US withdrawal from Iraq causes increasing of conflicts about sharing of oil resources in the country between different groups. Most important result of the withdrawal of American combat troops from Iraq is that effectiveness of US on Iraq will be weakening. But it doesn’t mean that U.S. gives up from Iraq completely. Because economic activity of US is still going on Iraq. Although EU is trying to reduce energy dependency to Russia, counties in the EU has not developed a common policy for Iraq. As United Kingdom is trying to protect the benefits obtained after the invasion of Iraq, France and Italy want to get more of Iraq's energy resources. It is clear that China and Russia will try to fill the gap, which has been left by the US. Turkey focuses on energy resources at Northern Iraq after the withdrawal of the US. The thesis consists of four chapters. In first chapter, energy concept is explaining, the second chapter discusses geographical, demographic, historical and political structure of the Iraq. In the third chapter, Iraq's energy profile is tried to explain and it is also explained why Iraq's oil is so important for global economy. And finally in the fourth chapter, energy-political moves 146 of global forces such as US, EU, China, Russia on Iraq’s hydrocarbon resources is expressed.
