Abstract
Sanayileşmenin artmasına bağlı olarak, 20. yüzyılda olduğu gibi, 21. yüzyılda da
dünyanın gelişmiş ekonomilerinin en büyük itici gücünün enerji kaynakları olacağı
kesindir. Teknolojik gelişmelerin ışığında, insanoğlunun ihtiyaç önceliklerinin
değişerek daha üst seviyelere çıkması, bizleri bu enerji kaynaklarına bir nevi bağımlı
duruma getirmiştir. Bu bağlamda, günümüzde enerji elde etmek amacıyla kullanılan
kaynaklar arasında petrol ve doğalgazın tüketim açısından diğerlerinden daha
öncelikli bir konuma yükseldiği görülmektedir.
Sovyetler Birliğinin dağılmasıyla birlikte Kafkas ve Orta Asya Cumhuriyetleri,
varolan zenginlikleriyle birlikte bağımsızlıklarını kazanmışlar ve yenidünya
sisteminin güç mücadelesine sahne olmuşlardır. Bu güç mücadeleleri içinde Hazar
Bölgesi, içerdiği petrol zenginlikleri açısından 21. yüzyılın enerji üretiminin odak
noktası olarak görülmektedir.
Hazar Bölgesi petrol ve doğalgazının uluslararası piyasaya taşınması için
yapılacak boru hatları güzergâhları bağlamında verilmekte olan mücadelenin özünde
bölgedeki kaynakların geliştirilmesi ve 21. yüzyılda Batı’nın körfez petrolüne
bağımlılığının azaltılması yatmaktadır. Ayrıca, ikmal güvenliğini sağlamada
Avrasya’daki enerji kaynakları üzerinde Rusya’nın tekelini kırma da yer almaktadır.
Çok farklı rotaların öngörüldüğü stratejiler arasında Batı için esas olan enerji
güvenliği, ABD açısından çoklu boru hatları, şirketler için ise güvenli geçiş
noktalarının tercih edilmesi iken; Rusya için Sovyetler Birliği dönemi enerji nakil
hatlarının revize edilmesiyle birlikte tekrar kullanıma sokulması şeklindedir.
Hazar Bölgesinde en önemli kültürel etki ve siyasi güç sahibi ülke Türkiye’dir.
Türkiye, Türk Cumhuriyetleri ile olan kültürel ve ekonomik ilişkilerini geliştirmenin
kendisine getireceği yararların farkındadır. Bölgedeki kritik gelişmeleri yakından
izleme, akılcı çözümler üretme, jeopolitik gücünü yerinde ve zamanında kullanma,
orta ve uzun vadeli stratejiler oluşturma gibi beceriler geliştirip, uygulayabilen bir
Türkiye’nin etkinliğini Hazar Havzası ülkeleri başta olmak üzere diğer çevre
ülkelerinin de yararına olacak şekilde artırması kaçınılmazdır.

ABSTRACT: It is certain that the most driving power of the developed economies of the world
in 21 st century will be energy just as it was in the 20th century depending on
increase of industry. Change of priorities of mankind to the highest level under the
light of the technological developments, has led us to be dependent on energy today
somehow. In this context, it is observed that petroleum and natural gas have
advanced to a higher priority when compared to other resources used to generate
power in terms of consumption.
After the collapse of the Soviet Union, the Caucasian and Central Asian countries,
with their abundant resources, have gained their independences and experienced the
power struggle of the new world order. Among these power struggles, the Caspian
Region, with its abundant oil riches, looks like the focal point for energy production
in 21 st century.
The essence of the struggle on the subject of the route of the pipelines that will
carry the Caspian oil and natural gas is the development of the resources of the
region and the effort to lessen the West’s dependence on the Gulf oil. Furthermore,
the purpose of breaking Russia’s monopoly on the Eurasian energy sources, in order
to acquire supply security, is another essential reason for this struggle.
Among many strategies that foresee many different routes, the different
underlining principles are; energy security for the West, multiple pipelines for the
US, secure transition points for the companies. Where as for Russia, the principle is
to revise the pipelines of the Soviet Union for reuse.
Turkey is the country with the biggest cultural influence and political power in the
region. Turkey is aware of the possible benefits she will gain by improving her
cultural and economical relations with other Turkish Republics. It is inevitable that
Turkey, that can develop and practice capacities like; keeping a close eye on the
critical developments in the region, generating smart solutions, using her geopolitical
power at the right time and place and developing mid-term and long-term strategies,
will increase her effectiveness for the advantage of the countries in the region,
particulary for the Caspian countries.
