Abstract
Nüfusun yaşlanması insanlık tarihinde çığır açan demografik eğilimlerden
biridir. 21. yüzyılın başat demografik olgusu olarak ön plana çıkan nüfusun
yaşlanması, bugün dev bir küresel olgu olarak adlandırılmaktadır. Bu olgunun on
yıllar içerisinde toplumlar, yaşamlar ve ekonomiler üzerinde derin etkileri olacaktır.
Küresel yaşlanma sürecinde dünya nüfusu ile birlikte Türkiye nüfusunun yaş yapısı
ve demografik dinamikler değişmektedir. Türkiye, artık genç ve dinamik bir nüfusa
sahip ülke olma özelliğini kaybetmektedir; yakın bir gelecekte yaşlı bir toplum
olacaktır. Küresel bir tehdit ve risk ögesi haline gelen nüfusun yaşlanmasının,
Türkiye’nin hayati sorun alanlarından birini oluşturması beklenmektedir.
Bu çalışmada sosyal bir sorun alanı olarak nüfusun yaşlanması olgusuna
dikkat çekmek; bu konuda bilinç oluşturmak; sorunları tartışarak çözüm üretimine
katkı yapmak amaçlanmaktadır. Çalışmanın nihai hedefi, nüfus projeksiyonlarına
göre 2023 yılında Türkiye’de yaşlanma gerçeğine vurgu yaparak demografik
yaşlanma olgusunun göz ardı edilmemesini sağlamaktır. Öte yandan, demografik
yaşlanma konusunda literatüre yeni kaynaklar yaratarak bilime katkı yapmak
çalışmanın hedefleri arasındadır.
Bu çalışmada dünyada ve Türkiye’de demografik gösterge ve dinamikler,
demografik yaşlanma süreci, nüfusun yaşlanmasına bağlı sorunlar, çözüm arayışları,
sosyal ve sağlık politikaları incelenmiş, çözüm önerileri geliştirilmiştir. Isparta,
Konya ve Manisa illerindeki huzurevlerinde “Türkiye’de Sosyal Bir Sorun Alanı
Olarak Yaşlılık ve Çözüm Öneriler Anketi” başlıklı bir alan araştırması yapılarak 60
yaş ve üzeri nüfusun çözüme yönelik beklentileri ve önerileri ortaya konulmuştur.
Çalışmada, mevcut demografik eğilimler ve nüfus projeksiyonlarında
öngörülen veriler değerlendirildiğinde, Türkiye nüfusunun yaş yapısının yaşlı nüfus
lehine değişmekte olduğu ve 2023 yılında Türkiye’nin artık yaşlı bir topluma
dönüşeceği gözlemlenmiştir. Demografik göstergeler, toplumun ve yaşlı nüfusun
yapısı ile politikalar incelendiğinde, bu dönüşümün toplumun tüm katmanlarını ve
milli ekonomiyi derinden etkileyeceği belirlenmiştir. Bu çalışma nüfusu hızla
yaşlanan Türkiye’de sağlık, sosyal ve ekonomik politikaların gözden geçirilerek
yeniden şekillendirilmesine, somut ve uygulanabilir çözümlere gereksinme olduğunu
vurgulamaktadır.

Turkey In 2023 In the Context of Population Ageing: A
Vision Study
ABSTRACT: Population ageing is one of the groundbreaking demographic trends in human history. Population ageing, coming to the forefront as a dominant demographic phenomenon of the 21st century, has been called as a mega global phenomenon. This phenomenon will have profound impacts on societies, lives and economies in the coming decades. The age structure of the population of Turkey along with the global population and the demographic dynamics have been changing. The population of Turkey will no longer be young and dynamic on the next decade; Turkey will be an aged society in a near future. It is expected that population ageing, as a global threat and risk, will present one of the vital problem areas of Turkey. This study aims to draw attention to population ageing; to create awareness on this issue; to make contribution for generating solution by arguing the problems. The ultimate goal of this study, to ensure that population ageing must not be ignored by emphasizing the ageing fact in Turkey in 2023 according the population projections. On the other hand, making contribution for the social science literature by creating new resources on the demographic ageing is among the objectives of the study. In this study, demographic indicators and dynamics in Turkey and in the world, demographic ageing process, problems related to population ageing, search for solutions, social and health policies have been examined and recommendations for solutions have been developed. A field research, titled “The Questionnaire on Ageing as a Social Problem Area and Recommendations for Solutions”, have been made in the nursing homes of three provinces; Isparta, Konya and Manisa. The expectations and the recommendations for solutions of the population aged 60 and over have been presented. In the study, in evaluating the current demographic trends and the predictions of population projections, it is observed that the age structure of the population of 154 Turkey has been changing in favor of elderly population and Turkey will transform to an aged society. In examining the demographic indicators, the structure of the society and elderly population and policies, it is considered that this change will impact profoundly every stratum of society and national economy. This study emphasizes that there is a necessity, in rapidly ageing Turkey, to reshape the social, health and economic policies by reviewing them and also tangible and applicable solutions.
