Abstract
Avrupa Komşuluk Politikası (European Neighbourhood Policy – ENP), AB’nin
2004 genişlemesi sonrasında ortaya çıkan “güvenlik” ve “hazmetme kapasitesi”
sorunlarına yönelik çözüm bulmak ve komşuları ile ilişkilerini düzenlemeyi
amaçlayan bir politika alanıdır. Ukrayna, AB üyelik perspektifine sahip bir ülke
olarak ENP sürecinin en başından beri yer almıştır. Diğer taraftan; 2004 yılında
yaşadığı Turuncu Devrim, AB-Ukrayna ilişkilerinde bir dönüm noktası olmuş ve
AB-Ukrayna ilişkileri büyük bir ivme kazanmıştır. Fakat devrim sonrası
dönemde, Ukrayna’da AB eğilimi bir düşüş yaşamıştır. Diğer taraftan;
Ukrayna’nın azalan AB eğilimi, Kasım 2013’de meydana gelen EuroMaidan
olaylarıyla, yeniden yükselişe geçmiştir. Bu kapsamda; Turuncu Devrim’den on
yıl sonra meydana gelen EuroMaidan olayları, Ukrayna’nın AB yolunda bir kısır
döngü yaşadığını göstermektedir. Bu çalışmanın amacı; Turuncu Devrim ile
AB’yle yakınlaşan Ukrayna’nın devrim sonrası dönemde AB ile ilişkisini ENP
kapsamında değerlendirmek ve EuroMaidan olayları da göz önüne alınarak,
AB’nin ve ENP başta olmak üzere AB politikalarının Ukrayna üzerindeki etkisi
ile AB-Ukrayna ilişkilerinde yaşanan kısır döngünün nedenlerini ortaya
koymaktır. Bu çalışmada; bu kısır döngünün nedenlerinin; AB’nin ENP
politikasının Ukrayna’nın istediği üyelik perspektifini sunmaması, ENP’nin
yapısal problemleri ile Ukrayna’nın iç dinamikleri ve Rusya olduğu tartışılmıştır.

Neighbourhood Policy and Relations between the EU and Ukraine
ABSTRACT: European Neighbourhood Policy (ENP) is a policy aimed to solve the problems of “security” and “absorption capacity” of the EU and to regulate relations between the EU and its neighbours after the 2004 enlargement. Ukraine, having an EU membership perspective has been involved in the ENP from the beginning of the policy. The Orange Revolution happened in 2004, is a milestone for the relations between the EU and Ukraine and the relations of two parties have gained momentum since the revolution. However, it is observed that Ukraine’s tendency for the EU has decreased after the revolution. On the other hand, the decreasing tendency for the EU in Ukraine has started to increase with the EuroMaidan in 2013. Within this scope, it is argued that the EuroMaidan happened ten years after the Orange Revolution indicated that Ukraine has got stuck in a vicious circle on the road to EU. The purpose of this study is to evaluate Ukraine’s relations with the EU after the Orange Revolution within the context of the ENP and to reveal the effectiveness of the EU and the EU’s policies on Ukraine, especially ENP and the reasons for the vicious circle in the EU-Ukraine relations. In this study, taking into account the Orange Revolution and the EuroMaidan, it is argued that the ENP’s inability to give a membership perspective demanded by Ukraine, the ENP’s structural problems and Ukraine’s domestic problems and Russia are the reasons for the vicious circle in the EU-Ukraine relations.
