Abstract
Tarihsel gelişim ve değişim seyirleri incelendiğinde, dünya siyasal
konjonktürünün aktörler ve dinamikler çerçevesinde şekil değiştirdiği, şahit olunan
bir olgudur. Yakın geçmişe bakıldığında böylesi bir niteliksel değişimin Soğuk
Savaşın sona ermesi ile yaşandığı bilinmektedir.
Bu düşünceden hareketle, ABD’nin Irak’ı işgali ile hızlanan ve bölgenin
yapısının değişimini beraberinde getiren bir Kürt devletinin kurulmasına yönelik
gelişmelerin, Türkiye açısından taşıdığı önemi ve muhtemel etkilerini hesaplamaya
yönelik bir çalışma yapma gereği hissedilmiştir.
Tezin “Kuramsal Çerçeve” kısmında konunun çok boyutluluğuna paralel
olarak birçok etmenin incelenmesine çalışılmıştır. Bu bağlamda genelde
Ortadoğu’nun özelde ise Irak’ın mevcut zenginlikleri ve konumundan kaynaklanan
öneminden dolayı uzun bir süreden beri sürekli kargaşa içerisinde olduğu, tarihsel
arka plan ile beraber verilmeye çalışılmıştır.
Tezin ana konusu olan bölgede muhtemel bir Kürt devletinin kurulmasının
Türkiye’ye etkileri konusu ise “Beşinci Bölümde” çeşitli kuruluşlarının yaptığı
araştırmalar da dikkate alınarak birçok uzman ve akademisyen tarafından ileri
sürülen görüşler çerçevesinde açıklığa kavuşturulmaya çalışılmıştır. Ayrıca bu
bölümde, Irak’ın kuzeyindeki mevcut Kürt yapılanması ile Terör Örgütü PKK’nın
eylem ve ilişki seyrine de bakılarak, önümüzdeki süreçte muhtemel gelişmelerin
Türkiye’ye etkileri ortaya konmuştur.
Sonuç kısmında ise konunun genel bir toparlaması yapılmış ve Irak’ın
kuzeyinde milli menfaatlerimize ters düşen bağımsız bir Kürt devletinin kurulması
başta olmak üzere PKK’nın burada barınmasına mutlak surette müdahale edilmesi
gerektiği ifade edilmiştir.
Description
ABSTRACT: When the historical development and change processes are examined, the fact
that the world political conjuncture has changed shape in accordance with its actors
and dynamics is a witnessed reality. When the previous years are surveyed, it is
known that such a change in quality was lived just after the Cold War.
By taking into account these thoughts, preparing a study, for calculating the
importance and the prospective effects of the developments of founding a Kurdish
government which is followed by the structural change of the region for Turkey,
which increased with the invasion of the USA to Iraq, has been needed.
In the theoretical frame part of the study, a lot of elements have been tried to
be examined as the subject is multi dimensional. For this reason, because of the
importance of Middle East in general and the existent wealth and position of Iraq in
special, the subject has been tried to be explained with the historical background in
which the country had problems throughout the history.
The subject of the effects of being founded a prospective Kurdish government
to Turkey has been tried to be cleared by means of the ideas presented by a lot of
experts and academicians and also by taking into account the researches realized by
various institutions in the Fifth Chapter. And also in this chapter, the effects of the
possible developments to Turkey have been identified by looking deeply at the
Kurdish constitution on the north of Iraq and the process of relations and activities of
Terrorist Group PKK.
In the final part, a general summary of the study has been done and the
necessity of most importantly intervening the foundation of a Kurdish government
on the north of Iraq which is contrary to our national benefits and beyond that
intervening the existence of PKK in this region in any way have been expressed.
