Abstract
Sağlık hizmetleri, toplumlarda ve toplumu oluşturan bireylerde var olan veya
ilerde var olması öngörülen hastalıklar için çeşitli tedaviler uygulamak adına oluşmuş
bir sistemdir. Sağlık hizmetleri, taşıdığı özelliklerinden dolayı diğer hizmetlere göre
bireyler için önemi biraz daha farklıdır. Engelli bireyler engelleri sebebiyle toplumsal
alanda birçok sorun ile karşılaşabilmektedir. Engelliler öncelikle günlük hayattaki
sıradan ihtiyaçlarını karşılamak başta olmak üzere istihdam, eğitim, sağlık, ulaşım,
gibi birçok alanda engelleri sebebiyle ayrımcılığa maruz kalabilmekte ve toplumsal
imkânlardan tam anlamıyla faydalanamamaktadırlar. Bu çalışmada; toplumun her
kesiminde sorunlar ile karşılaşan engelli bireylerin sağlık hizmeti alımında engel
yaşamamaları ve sunulan sağlık hizmetlerinden etkin bir şekilde faydalanmalarının
sağlanmasının önünde yer alan engellerin tespit edilerek çözüm önerilerinin
geliştirilmesi amaçlanmıştır.
Araştırmada veri toplama aracı olarak araştırmacı tarafından geliştirilen anket
formu kullanılmıştır. Veriler Ankara ilinde ikamet eden 282 engelli birey ile yüz yüze
görüşme tekniği uygulanarak elde edilmiştir. Elde edilen bulgulara göre engellilerin
ulaşım, engellilere yönelik kolaylaştırıcı uygulamaların sunulmaması, sağlık tesisi
içerisinde hareket güçlüğü yaşama, öncelik hakkının kullanılamaması, sağlık
tesislerindeki işlemlerinin başka günlere ertelenmesi gibi problemler ile karşılaştıkları
belirlenmiştir. Araştırmanın sonuçlarına göre ulaşım sorununa yönelik yerel
yönetimlerin engellilere yönelik iyileştirmeler yapması, sağlık hizmetine yönelik tespit
edilen çeşitli sorunların çözümü için politika belirleyicilerin ve hastane yönetimlerinin
engellilerin sorunları dikkate alınarak çözümler üretmeleri önerilmektedir.

Determination of Disabled Persons Accessibility to Health
Services and Satisfaction Analysis; Ankara Example
ABSTRACT: Health services is a system formed to apply various treatments for existing or predicted diseases in societies and individuals who make up society. Health services have slightly different importance for individuals compared to other services due to their characteristics. Disabled individuals may encounter many problems in the social field due to their disabilities. Disabled individuals may be exposed to discrimination and cannot fully benefit from social opportunities due to their barriers in many areas such as employment, education, health, poverty, transportation and environment, primarily to meet their ordinary needs in daily life. It is observed that there are some obstacles in healthcare institutions and organizations to get effective healthcare services. In this study; It is aimed to identify the obstacles that prevent disabled individuals who encounter problems in every part of the society not to experience obstacles in the procurement of health services and to benefit effectively from the health services provided and to develop solutions. A survey form developed by the researcher was used as a data collection tool in the study. The data were obtained through face-to-face interviews with 282 disabled individuals residing in Ankara. According to the findings obtained, it was determined that disabled people faced problems such as transportation, not providing facilitating applications for the disabled, having difficulty in moving within the health facility, not being able to use the right of priority, and postponing their operations in health facilities to other days. According to the results of the study, it is recommended that local governments make improvements regarding the transportation problem for the disabled and that policymakers and hospital administrations produce solutions by taking into account the problems of the disabled in order to solve the various problems determined for health services.
