Abstract
Ülkeler güçlü makroekonomik göstergelere sahip olmaya çalışırlar. Ancak yüksek
enflasyonun varlığında birçok ülkenin istenilen refah seviyesine ulaşamadığı
görülmüştür. Yüksek enflasyonun önemli bir sorun haline gelmesinde yanlış
uygulanan para ve maliye politikalarının yanı sıra siyasi istikrarsızlığın da önemli bir
etken olduğu görülmektedir. Bu sebeple güçlü makroekonomik göstergelere sahip
olabilmek için doğru para ve maliye politikalarının yanı sıra siyasi istikrarın da
sağlanması gerekmektedir.
Bu çalışmada makroekonomik göstergelerde olumsuz sonuçlar yaratan yüksek
enflasyon sorununu çözebilmek için enflasyon hedeflemesi modeli önerilmiş ve
etkinliği araştırılmıştır. Ayrıca net verimlilik etkisinin farklı durumları ele alınarak
enflasyon hedefinin artırılmasıyla makroekonomik göstergeler üzerindeki etkileri
gösterilmiştir. Çalışmada esnek enflasyon hedeflemesi ilk önce statik model
çerçevesinde merkeziyetçi ve merkeziyetçi olmayan kurumsal yapı içerisinde
incelenmiştir. Teorik çalışmanın sonucuna göre, hem merkeziyetçi hem de
merkeziyetçi olmayan kurumsal yapıda enflasyon hedeflemesinin artırılmasının, net
verimliliğin pozitif olduğu durumda, kısa dönemde büyümeyi olumlu yönde etkilediği
görülmektedir. Statik modelin olumlu etkilerinin gösterilmesinin ardından çalışmanın
diğer bölümünde borç dinamikleri de dahil edilerek enflasyon hedeflemesi dinamik
model çerçevesinde merkeziyetçi ve merkeziyetçi olmayan kurumsal yapı içerisinde
incelenmiştir. Dinamik modelde de enflasyon hedeflemesinin birinci ve ikinci
dönemdeki enflasyon oranı, kamu harcama oranı ve çıktı oranı üzerindeki etkileri
analiz edilmiştir. Çalışmada ayrıca hem statik hem dinamik modelde net verimliliğin
etkileri gösterilmiştir. Elde edilen bulgulara göre politik istikrarsızlığın görece düşük
olduğu durumda makroekonomik göstergeler olumlu yönde etkilenirken politik
istikrarsızlığın yüksek olduğu durumda makroekonomik göstergelerin olumsuz yönde
etkilendiği bulunmuştur. Üzerinde durulan bir başka konu ise seçim belirsizliğidir.
Seçim belirsizliğinin varlığında enflasyon hedefi rejiminin makroekonomik
göstergeler üzerindeki olumsuz etkiyi azalttığı gösterilmiştir. Son olarak merkez
bankasının muhafazakâr etkisi araştırılmıştır. Elde edilen sonuçlar bağımsız bir
merkez bankasının seçilmiş bir hükümete göre daha muhafazakâr bir etkiye sahip
olduğunu göstermektedir.

Political Macroeconomic Dynamics of Inflation:
Theoretical Practice
ABSTRACT: Countries strive to have strong macroeconomic indicators, but in the presence of high inflation, many countries do not reach their desired level of prosperity. Political instability and the use of incorrect monetary and fiscal policies are viewed to be important determinants of high inflation. For this reason, political stability and the use of correct monetary and fiscal policies are seen as prerequisites for having strong macroeconomic indicators. In this study, an inflation targeting model is proposed and its effectiveness is investigated in order to solve the high inflation problem that can lead to undesirable results for macroeconomic indicators. In addition, the study examines the effects of net productivity on macroeconomic performance under various states for an increase in the inflation target. The study initially looks at flexible inflation targeting within both a centralized and non-centralized institutional structure using a static framework. The results of the theoretical study indicate that increasing both the centralized and non-centralized institutional inflation target positively affects macroeconomic performance in the case where the net productivity is positive. After establishing the positive effects of the static model in the first part, the second part of the study looks at inflation targeting within a dynamic framework that introduces debt dynamics and considers both a centralized and non-centralized institutional structure. The dynamic model analysesthe first- and second-period effects of inflation targeting on the inflation rate, the public expenditure rate and the output rate. The effects of net productivity on both the static and dynamic models are also demonstrated. The findings indicate that macroeconomic indicators are positively affected in cases of relatively low political instability and adversely affected when political instability is high. Another issue is that of uncertainty. In the presence of election uncertainty, the negative impact of the implementation of the inflation target regime on macroeconomic indicators is shown to be reduced. The final section of the iv thesis investigates the conservative effect of the central bank and the results show that an independent central bank has a more conservative effect than a selected government.
