Abstract
Cumhuriyet tarihi boyunca Türk Kamu yönetiminde yapılmaya çalışılan
reform ve yapılandırma çalışmaları 1980 yılı ile birlikte hem anlayış hem de ivme
açısından farklı bir şekle bürünmüştür. Verilen kamu hizmetinin niceliği kadar
niteliğinin de önem kazanmaya başladığı yıllar; sistemin özeleştirisini yaparken,
sistemin parçaları olan kamu kurumlarının, çalışanları ve çalışma usulleri açısından
da sorgulanmasına neden olmuştur. Alandakilerin bakış açısıyla bir kamu kurumunu
inceleyen bu çalışma; KOSGEB’in, Yeni Kamu Yönetimi Uygulamalarından hangi
bakımlardan etkilendiğini araştırmaktadır.

Corporate Governance Within The Framework Of The New
Public Management Approach: As An Example Of SMEDO
ABSTRACT: Since the early years of Republic, Turkish Public Administration had tried to improve and construct itself. These efforts shifted and accelerated after 1980. In these years public service had being gained quality as much as quantity. While system was criticising itself, parts of system such as public institions ,workers and working procedures were being questioned. This work examines the public instution with the view of staff members and to seeks effects of New Public administration on Small and Medium Enterprises Development Organization.
