| dc.description | ABSTRACT: After 1980 policymaker have shown differentiate of approach to the phenomenon of disability at international and national level. During this period, human rights, equal opportunities and full equal participation in public discourse on this topic and goes towards the center of the legislative aspects of the regulations are on te agenda. However, after the production order of globalization and strengthening the competitive structure of labour market are changing. Beside, the most basic human rights of many public services including education and health, which is transferred to the private sector, a logic based on the profit has emerged a process that becomes decisive. These factors create equal opportunities for all humanity and human rights problem hence, it constitutes obstacle to realization of equal opportunity and human rights discourse reflected law of people with disabilities. In this study,after the announcement of the historical procces of disability economic and social changes new rhetoric and policies discussed after 1980 obtainibility of equal opportunities in globalization and neoliberalism context for disable will be discussed on the example of Turkey. | |
| dc.description.abstract | Uluslararası ve ulusal duzeydeki politika yapıcıların Ozurluluk olgusuna yaklasımının 1980 sonrasında bir farklılasma gosterdiği gorulmektedir. Bu donemde insan hakları, fırsat esitliği ve topluma tam ve esit katılım soylemlerini merkeze alan mevzuat duzenlemelerine gidilmekte konu bu yonleriyle gundeme alınmaktadır. Ancak kuresellesme sonrasında uretim duzeninde ve emek piyasasında rekabetci yapıyı guclendiren değisimler yasanmaktadır. Bunun yanında en temel insan hakları olan eğitim ve sağlık da dahil bircok kamu hizmetinin ozel sektore devredildiği, bu hizmetlerin sunumunda karı esas alan bir mantığın belirleyici hale geldiği bir surec ortaya cıkmıstır. Bu faktorler yasadığımız donemde butun insanlık icin bir fırsat esitliği ve insan hakları sorunu yaratmakta ve dolayısıyla ozurlulere yonelik yasalara yansıyan fırsat esitliği ve insan hakları soylemlerinin hayata gecmesi onunde engel teskil etmektedir. Calısmamızda; ozurluluğun tarihsel surecinin acıklanmasının ardından 1980 sonrası ekonomik sosyal değisimler, yeni soylem ve politikalar tartısılacak, kuresellesme ve neo-liberalizm ortamında ozurluler icin fırsat esitliğinin sağlanabilirliği Turkiye orneği uzerinden ele alınacaktır. | |
