Abstract
Birbirine komşu iki ülke olan Türkiye ile Suriye arasındaki ilişki uzun yıllar
boyunca çatışma ortamı içinde devam edip, 2000’li yıllarla beraber bu gergin
ilişkiler yumuşama sürecine evrilmiş ve sonrasında stratejik ortaklığa varan
seviyelerde geliştirilmiştir; ancak çalışmada belirli bir dönemi kapsayan bu
ilişkilerde yumuşama ve işbirliği sürecini sona erdiren ve ilişkilerin tekrar eski
çatışmacı haline geri dönmesine neden olarak belirlenen Arap Baharı olarak
adlandırılan halk ayaklanmasının, iki ülke arasındaki olumsuz etkisi saptanmaya
çalışılmıştır. Bu çerçevede ilişkilerin; çatışmadan yumuşamaya, yumuşamadan tekrar
çatışmaya dönük seyrinde Türk dış politikasının Suriye krizine yönelik uyguladığı
siyasetin etkisi ve sonuçları irdelenmiştir.
Türkiye’nin Suriye Krizi’ne yönelik dış politikası değerlendirilmiş, ikili
ilişkilerin seyrinde geçmişten günümüze durum tespiti yapılmış ve Arap Baharı’nın
Suriye’deki gidişatının, ilişkilere olan etkisi belirlenmeye çalışılmıştır. Belirlemede
ölçüt; ikili ilişkilerin geçmişi, mevcut uluslararası sistemin yapısı ve Orta Doğu’nun
yaşadığı büyük değişim dalgası olmuştur. Çalışma kapsamında Arap coğrafyası ve
Suriye’deki değişimler dikkate alınarak güvenlik açısından önem kazanan bölgede,
Türk dış politikasının Suriye Krizine etkisiyle gelinen son dönem güvenlik durumu
irdelenmiş ve muhtemel senaryolar üzerinde durulmuştur.
Gelinen noktada Türkiye, Suriye rejimi ve Suriye halkı ayrımı noktasında
derin bir söylem ortaya koymuştur. Söz konusu çalışmada Türk Dış Politikası’nın
Suriye krizinde ” Ortak kader, Ortak tarih, Ortak gelecek” üslubuyla ve
mekanizmasıyla devam etmesinin sonuçları üzerinde durulmuştur. Suriye krizi, genel
bir sistem analizine tabi tutularak bugün “Arap Baharı” metaforu çerçevesinde,
gündemde olan sorulara cevap bulmaya çalışılmıştır. Türk Dış Politikasının, Suriye
krizi çerçevesinde, aktörlerin tutumuna ve konjonktürel unsurlara bağlı kalınarak
değerlendirilmesi yapılmıştır.

Turkish Foreign Policy Towards Syrian 2011-2013
ABSTRACT: The relationship between the two neighboring countries, Turkey and Syria, has continued to live in conflict for many years, but starting with the 2000's, these strained relations have began to sotfen, then, has been turned to strategic partnership, but in this study, it has been attemped to reveal the negative effect of the Arab Spring, called civil commotion, caused, within a specific period, to terminate the softening and cooperation process and to turn the relations to its old way. By this perspective, while relationships turn to conflict or soften again, the impact and the results of Turkish foreign policy towards Syrian crisis were analyzed. Turkish foreign policy towards Syrian crisis were analyzed, reviewed bilateral relations in the course of the past to the present and the impacts of the Arab Spring in the course of Syria on the relationships were discussed. Discussing this, our references are history of bilateral relations, the current structure of the international system and a wave of great change the Middle East has been facing. In the study, respecting changes in the Arab world and Syria, in the region gaining importance by security, security situation effected by Turkish foreign policy were analyzed and discussed possible scenarios. At this point, Turkey has revealed a deep discourse by seperating Syrian regime and Syrian people. In the study, the results of contiuning Turkish Foreign Policy towards Syria crisis, containing the terms of ‘Common Destiny, ‘Common History, ‘Common Future’were analyzed. Syria crisis has been taken to an overall system analysis, "Arab Spring" in the context of the metaphor, it has been attempted to find answers to the questions that are on the agenda. Turkish foreign policy, in the context of the crisis in Syria, and according to actors’attitudes and conjunctural factors were analyzed.
