Emerging technologies have made the fight against drugs more difficult and have brought the problem to a global level. It supports international cooperation by effectively carrying out many studies aimed at preventing the use of drugs as well as its prevention. | dc.description.abstract | Uyuşturucu, madde kaçakçılığı ve bağımlılığı ile mücadele ülkemiz sınırları ile bağlı kalmayarak, ulusları etkileyen bir suç haline gelmiştir. Uyuşturucu ve madde bağımlılığı ile mücadele konusunda büyük çaba sarf eden Türkiye bunu bir insanlık suçu olarak görmektedir. Her geçen gün artan uyuşturucu madde kullanımı, yasa dışı unsurlar için yüksek kâr getirisi, uyuşturucu ile mücadeleyi uluslararası boyuta taşımaktadır. Gelişen teknolojiler, uyuşturucu madde ile mücadeleyi zorlaştırmış ve sorunu küresel boyuta taşımıştır. Uyuşturucu arzının yanında kullanımının da önlenmesine dönük birçok çalışmayı etkin olarak sürdürerek, uluslararası işbirliğini desteklemektedir. Türkiye’nin coğrafi konumu ve toplum yapısı itibarı ile AB’nin oluşum sürecinin tarihsel arka planını ve oluşumunda etkili olan yönetimsel yaklaşımların ardında, barış içerisinde yaşayan ve siyasi, sosyal, ekonomik ve güvenlik alanlarında işlevsel ortak kurumlar oluşturabilmesine de imkân sağlayan, refah Avrupa oluşturma düşüncesi içerisinde yer almak istemiştir. Avrupa Birliğine tam üye olmak için gereken adımları da atmıştır. Avrupa Birliğine ait mevzuatları etkili ve etkin biçimde uygulayabilen üye devletlerin kamu kurum ve kuruluşları ile belirtilen uyum sürecine dahil olmaya çalışan faydalanıcı ülkenin eşleşmesine dair düzenlenen programlarda uyum kanunları devreye konmuştur. Özellikle uyuşturucu madde sorunu ile ilgili konularda en üst seviyede gerekli kamu yönetimi yapılanmalarını yapmıştır. Avrupa Birliği tarafından hazırlanan ilerleme raporlarında, Türkiye’nin uyuşturucu ve madde bağımlılığı konularında önemli gelişmeler kaydettiğini belirtmiştir. Uyuşturucu ile mücadelede uygulanan kamu yönetimi politikalarında farklı yaklaşımlar uygulanmaya başlanmıştır. Yasakçı uygulamaların başarılı olmadığını, yeni dönemde tedaviye yönelik serbestlik politikaları üzerinde durulmaktadır. AB ülkelerinin, uyuşturucu politikaları dikkate alınarak uyuşturucu kullanım suçlarının on yıllık analizi yapılmıştır. Araştırmada; tarama yöntemi kullanılmış, süreç ve içeriklerinin analizleri yapılmış, veriler birleştirilerek istatistiksel analiz yapılmıştır.
